I've been using it for a few years now to manage my Merkury Innovations smart plugs, bulbs, and cameras. You don't pay anything to download and install the app, which is great. You do need to create an account to get started, but that's pretty standard for these kinds of apps. Once you're in, you can set up your devices without much hassle.
