The story is more serious and engaging than the over-the-top Saints Row. While Mafia focuses on realism, San Andreas offers more crazy fun and variety. I recommend this game because it's a classic. It defined the genre. Even today, few games match its sense of freedom and personality. It's a must-play for any fan of action games.
