I found it on Google Play a couple of years back, and it's a total blast for getting into the festive spirit. It's available for free download on both Google Play and the App Store. You don't need to pay anything to download and install the app, and there's no complicated registration process—you can jump right in. I haven't noticed any annoying ads popping up all the time, and while there might be some optional in-app purchases for extra festive stickers or themes, the core features for managing your naughty and nice lists are completely free to use.
